The new story stars are not appearing for me. It’s like the site assumes I’ve seen all of the new stories anytime I open the page.

Ok, I think I know what’s happening. I set the wrong publishing date to one of the stories (to October 16th), and because of that, all stories younger than that date will never be shown as new for anyone.
So you can either wait until October 16th, after which date it will resume to work properly, or you could also clear the browser data, which erases the mark that’s set which the “new story star” relies upon.
